Six stages in a governed loop. Discover produces validated product, anchor, and governance documents. Plan runs the decision engine into phased work orders. Build enforces tests written from spec before code plus the audit cycle. Audit runs the independent auditor panel with consensus. Checkpoint enforces ratcheting — the finding count can never increase between phases. Upgrade re-evaluates the whole project as a discovery sweep. Comp branches off as the competition-grade fast path with its own gauntlet of checks.
